'Little Mexico' zone could be El Paso tourist draw

El Paso leaders said they believe a "Little Mexico" zone could be just the thing that's needed to attract thousands of new convention visitors, tourists and even locals to Downtown El Paso.

County Commissioner Sergio Lewis is approaching city and business leaders about the possibility of creating such a cultural and shopping zone.

It's an idea that's been kicked around before, but one that might attract serious attention this time, in light of the city's ongoing Downtown redevelopment and concerns about security across the border.

"Attractions need to be developed in the Downtown area in order to sustain the overall future investments that are projected for the Downtown revitalization plan," Lewis said. "Attractions

like a 'Little Mexico' are a perfect fit, along with a design plan that would incorporate and shed light on our city's past, present and future. Such a plan could eventually become a springboard for other promotions and sights of interest to follow."

Cities such as New York, San Francisco and Los Angeles benefit from attractions in their Chinatowns, and San Diego has its Little Italy, Lewis said.

El Paso could provide a Mexico experience, with shopping, restaurants and entertainment. The county official said he also envisions a "mercado" with entertainment and conference space, and featuring international, national and local celebrities.

"The ideas are endless," Lewis said.

Mayor John Cook said the new mercado

complex that the Rosenbaums are building at Paisano Drive and Oregon Street would fit perfectly into a "Little Mexico" design.

"They are planning a ribbon-cutting for next month, and I've heard that they have occupancy commitments for 80 percent of the building," Cook said. "This wasn't done before because in the past people who wanted a Mexico experience would just go to Ju?rez, to eat, shop and see the glass-blowing factory.

"However, because of the narco wars and other

reasons, a lot of these things have died out. We have a window of opportunity now to do something now."

The U.S. State Department has not removed its travel advisory for Ju?rez and other Mexican cities due to the drug-related violence of recent years. And many conventioneers and other travelers cannot cross the border after they arrive in El Paso because they do not have the required passports to return to the United States.

Louis Rosenbaum and his sons, Jerry and Marvin, who own El Paso-Los Angeles Limousine Express, are constructing the 17,500-square-foot shopping center with enough space for 30 stores.

The site for the center, at the southeast corner of Paisano and Oregon, was formerly used for a flea market. The new mercado shopping center will be enclosed.

Manny Becerra, a business owner who's been in Downtown El Paso for 30 years, said the "Little Mexico" idea is a good one.

"If they do it right, it will attract a lot of people," Becerra said. "They need to take a couple of blocks, and extend this north and south of Paisano, and provide parking.

"They could have a multi-story building with underground parking that will house nightclubs and souvenir shops. They can provide an open area, and bring mariachis and other entertainment that will appeal to the public. Whatever they do, it has to be very nice, and the parking is a big key to its success."

In the past, other community leaders mentioned the possibility of turning the open area in front of the El Paso Museum of Art into a musical entertainment square on some days, similar to Garibaldi Plaza in Mexico City, where roving mariachis show up impromptu to sing and play traditional Mexican music.

Lewis said: "We could also promote and have replicas of our historical sites, to include our missions, the O?ate Trail, and our history of Pancho Villa. We could expand on our leather and boot craftsmen, and this could lead to more and future travel to the actual, original sites of these crafts."

City Rep. Steve Ortega said a successful mercado area needs to embody the flavor, culture and environment of traditional Mexican mercados.

"A concept that takes advantage of our location and history in order to promote our region should be met with open arms," Ortega said. "We have a lot of potential for a 'Little Mexico,' north and south of Paisano, as our Downtown continues to grow."

Lewis said an essential component of a "Little Mexico" area or district is the ability for commuters to enter and exit the area safely and efficiently.

That's why he's also pushing for the proposed Border Highway/Loop 375 Extension West plan to offer sufficient entry and exit points for the extension in Central El Paso.

"I share the concerns of the Central Business Association and the local stakeholders that limiting the access to the area can have negative impacts to the livelihood of the local businesses and their economic value," Lewis said.

Dec. 28, 2012 ? Of the three telescopes carried by NASA's Swift satellite, only one captures cosmic light at energies similar to those seen by the human eye. Although small by the standards of ground-based observatories, Swift's Ultraviolet/Optical Telescope (UVOT) plays a critical role in rapidly pinpointing the locations of gamma-ray bursts (GRBs), the brightest explosions in the cosmos.

But as the proxy to the human eye aboard Swift, the UVOT takes some amazing pictures. The Swift team is celebrating eight years of UVOT operations by collecting more than 100 of the instrument's best snapshots in a web-based photo gallery (http://www.swift.psu.edu/uvot/coolPics.php). The images also can be viewed with the free Swift Explorer Mission iPhone app (https://itunes.apple.com/us/app/swift-explorer/id465669299?mt=8) developed by the Swift Mission Operations Center (MOC), which is located in State College, Pa., and operated by Penn State.

Swift has detected an average of about 90 GRBs a year since its launch in 2004. "When we aren't studying GRBs, we use the satellite's unique capabilities to engage in other scientific investigations, some of which produce beautiful images from the UVOT that we're delighted to be able to share with the public," said Michael Siegel, the lead scientist on the UVOT and a research associate in astronomy and astrophysics at the MOC.

The targets range from comets and star clusters to supernova remnants, nearby galaxies and active galaxies powered by supermassive black holes.

"One of our more challenging projects in the past was completing an ultraviolet mosaic of M31, the famous Andromeda galaxy," said Stefan Immler, a member of the Swift team at NASA's Goddard Space Flight Center in Greenbelt, Md. "Because the galaxy is so much larger than the UVOT field of view, we had to take dozens of pictures and blend them together to show the whole object."

An ongoing mosaic project targets the Large and Small Magellanic Clouds, two small satellite galaxies orbiting our own, and makes the Andromeda effort look like child's play. Although the galaxies are much smaller than M31, they are both much closer to us and extend over much larger areas of the sky. The task involves acquiring and aligning hundreds of images and is far from complete.

With the UVOT's wavelength range of 1,700 to 6,000 angstroms, Swift remains one of few missions that study ultraviolet light, much of which is blocked by Earth's atmosphere.

The 6.5-foot-long (2 meter) UVOT is centered on an 11.8-inch (30 cm) primary mirror. Designed and built by the Mullard Space Science Laboratory in Surrey, England, the telescope module includes the primary and secondary mirrors, an external baffle to reduce scattered light, two redundant detectors -- only one has been used to date -- and a power supply.

Each detector lies behind an identical filter wheel. The wheel holds color filters that transmit a broad range of wavelengths as well as devices called grisms, which spread out incoming light in much the same way as a prism spreads sunlight into a rainbow of component colors. The detectors retain information on the position and arrival time of each photon of light, an operating mode similar to typical X-ray telescopes.

Because most ultraviolet light never reaches the ground, Swift's UVOT provides a unique perspective on the cosmos. For example, it can measure the amount of water produced in passing comets by detecting the ultraviolet emission of hydroxyl (OH), one of the molecular fragments created when ultraviolet sunlight breaks up water molecules. Other types of UVOT science include exploring emissions from the centers of active galaxies, studying regions undergoing star formation, and identifying some of the rarest and most exotic stars known.

Toward the end of its energy-producing life, a star like the sun will blow away its outer layers as its core transforms into a compact, Earth-sized remnant known as a white dwarf. This chapter of stellar evolution, known to astronomers as the post-asymptotic giant branch phase, lasts only about 100,000 years -- just an eye-blink in comparison to the star's total lifetime. To better understand the process, astronomers need to study large numbers of these unusual stars.

"The UVOT's capabilities give us a great tool for surveying stellar populations and cataloging rare types of ultraviolet-bright stars," Siegel explained.

One of the first targets for the stellar survey was the giant cluster Omega Centauri, which hosts millions of stars and may be the remains of a small galaxy. Thanks to Swift's UVOT, astronomers at Goddard and Penn State have cataloged hundreds of rare stellar types in the cluster and are now comparing their properties and numbers to predictions from theoretical models describing how stars evolve.

Trolley Company Leaves Wedding Business Rather Than Let Gay ...

Trying to reconcile your personal, religious beliefs that may conflict with running your business can be a difficult thing to juggle, which is apparently why the owner of popular trolley company has decided to walk away from the wedding business altogether rather than be hired by gay couples. The man says he didn?t want to compromise his Christian convictions by accepting same-sex couples who might hire a trolley for their wedding fun.

The owner of the Annapolis tour company says he?s going to ditch out on taking any couples and their wedding parties for rides because he?d have to take gay couples as well as the straight ones, and his religious beliefs conflict with that, reports the?Baltimore Sun.

To that end, he told the Annapolis Patch:??We?re a Christian-owned company, and we just can?t support gay marriages. We?re not trying to make a statement. We?re not trying to make a point. We?re just trying to be faithful Christians.?

He also wants his clients to side with him and lobby state lawmakers to institute an exemption for wedding vendors that would allow them to abstain from taking business due to religious beliefs. Same-sex marriage will become legal in Maryland ?in less than a week, so he?s cutting out while he can.

By walking away from the marriage business altogether, the owner is potentially avoiding discrimination lawsuits that might be brought against the company for refusing to cater to gay weddings.

?If they?re providing services to the public, they can?t discriminate who they provide their services to,? said the general counsel for the Maryland Commission on Civil Rights, according to the Baltimore Sun. That organization is the one which enforces the laws that don?t allow businesses to discriminate on the basis of ?things like race, sexual orientation, religion and more.

It?s his business, and therefore he can do what he wants, as long as he doesn?t allow anyone to use his service whatsoever. The owner said he will post a full explanation on his company website by Jan.

He did admit to Eye on Annapolis to sending an email to a potential straight client that read:??we used to do weddings until recently. But we?re a Christian-owned business, and we are not able to lend support to gay marriages. And as a public accommodation, we cannot discriminate between gay or straight couples, so we had to stop doing all wedding transportation.?

The man who?d wanted to hire the company for his heterosexual wedding replied in an email, via the Annapolis Patch:??It is your right to run your business any way you see fit, but let?s be honest here, you drive a trolley up and down a street. Not exactly God?s work.?

He?s not the only business to step away from thousands of dollars in potential wedding revenue. According to the?Maryland Wedding Professionals Association, the trolley company is the second vendor to get skittish over the same-sex marriage law.

We?ve seen discrimination accusations against other businesses elsewhere, including B&B owners in Canada who reportedly refused to rent a room to a gay couple?and were subsequently ordered to pay $4,500 to the couple to make up for it.

Animal rights group settles lawsuit with Ringling

(AP) ? An animal rights group will pay Ringling Bros. and Barnum & Bailey Circus $9.3 million to settle a lawsuit the circus filed after courts found that activists paid a former circus worker for his help in claiming the circus abused elephants.

The American Society for the Prevention of Cruelty to Animals said Friday it was not admitting any wrongdoing in settling the lawsuit. The New York-based animal rights group was one of several involved in a lawsuit filed in 2000 against the circus' owner, Feld Entertainment Inc., claiming elephants were abused. Courts later found that the animal rights activists had paid a former Ringling barn helper involved in the lawsuit at least $190,000, making him "essentially a paid plaintiff" who lacked credibility.

Two courts agreed the former barn helper, Tom Rider, wasn't credible and didn't have a right to sue. As a result, they didn't address claims the circus violated the federal Endangered Species Act by allegedly chaining the elephants for long periods and allowing trainers to use sharp tools called bullhooks.

The Vienna, Va.-based Feld Entertainment Inc. sued the animal rights groups and Rider in 2007, accusing them of conspiring to harm the company's business and other illegal acts. The lawsuit claims the groups were working together with the goal of permanently banning Asian elephants from circuses.

Friday's settlement covers only the ASPCA. Twelve other defendants including The Humane Society of the United States, the Animal Welfare Institute and The Fund for Animals are still involved in the lawsuit.

The ASPCA said in a statement that "this litigation has stopped being about the elephants a long time ago" and that officials decided it was in the group's best interest to resolve the lawsuit after more than a decade.

The chairman of Feld Entertainment, Kenneth Feld, said in a statement that the settlement was a vindication for the company and its employees.

He'll fight Philip De Fries on the Facebook preliminaries, and get a chance to show if he can still knock people out very quickly.

*Assuming the next middleweight belt is based on competitiveness and earning a title shot by fighting, not by calling opponents out. Considering what has happened recently in the UFC welterweight and light heavyweight divisions, there are no guarantees.

Atty: Hobby Lobby won't offer morning-after pill

(AP) ? An attorney for Hobby Lobby Stores said Thursday that the arts and crafts chain plans to defy a federal mandate requiring it to offer employees health coverage that includes access to the morning-after pill, despite risking potential fines of up to $1.3 million per day.

Hobby Lobby and religious book-seller Mardel Inc., which are owned by the same conservative Christian family, are suing to block part of the federal health care law that requires employee health-care plans to provide insurance coverage for the morning-after pill and similar emergency contraception pills.

The companies claim the mandate violates the religious beliefs of their owners. They say the morning-after pill is tantamount to abortion because it can prevent a fertilized egg from becoming implanted in a woman's womb.

On Wednesday, Supreme Court Justice Sonia Sotomayor denied the companies' request for an injunction while their lawsuit is pending, saying the stores failed to satisfy the demanding legal standard for blocking the requirement on an emergency basis. She said the companies may still challenge the regulations in the lower courts.

Kyle Duncan, who is representing Hobby Lobby on behalf of the Becket Fund for Religious Liberty, said in a statement posted on the group's website Thursday that Hobby Lobby doesn't intend to offer its employees insurance that would cover the drug while its lawsuit is pending.

"The company will continue to provide health insurance to all qualified employees," Duncan said. "To remain true to their faith, it is not their intention, as a company, to pay for abortion-inducing drugs."

In ruling against the companies last month, U.S. District Judge Joe Heaton said churches and other religious organizations have been granted constitutional protection from the birth-control provisions but that "Hobby Lobby and Mardel are not religious organizations."

GM buys back stock; taxpayers may lose billions

General Motors will repurchase 200 million shares of its own stock currently held by the U.S. Treasury, with the White House announcing plans to sell off its remaining 300 million shares within the next 12 to 15 months.

The automaker will pay?$27.50 for the shares it will acquire, a 7.9% premium over the $25.49 closing price on December 18, 2012 ? but that is also a sharp discount from the $33 price set during GM?s initial public offering in November 2010. And it means taxpayers will lose billions on the sale.

As recently as a week ago, during a holiday event with reporters, CEO Akerson indicated his desire to have the government sell off its stake ? though he gave no indication any move was imminent.? Most analysts had not expected an announcement until sometime in early 2013.

Treasury has been under strong pressure to announce an exit plan ? an issue that failed GOP presidential candidate Mitt Romney repeated frequently during his campaign. He called on the White House to sell off its stake last summer, though at that point GM was trading as low as $18.72 a share.? At that price, the government would have received about $1.5 billion less than it will now get, a total of $5.5 billion for the initial 200 million share sell-off.?

Industry analysts had estimated a sale price of $53 would be needed to recoup the government?s full investment in General Motors, however.?

Both sides have been looking for a way to sell off the government?s remaining stake in what Washington calls ?an orderly fashion.?? There was clear concern that simply dumping 500 million shares onto the market all at once would cause havoc ? and sharply depress GM?s stock price.

It is likely, insiders suggest, that the remaining 300 million shares will be sold off in chunks, rather than en masse, to minimize any market disruption.?

There is also clear hope that as the economy continues to improve ? and with auto sales expected to continue rebounding after a strong close to 2012 ? GM?s share price will continue its upward momentum.

There are some issues that continue to nag the automaker, however, most notably its ongoing problems in Europe, where it is expected to report a loss for all of 2012 running between $1.5 billion and $1.8 billion, it recently signaled.?

As part of the latest move, the government will remove some of the restrictions it had placed on General Motors as part of the 2009 bailout which ultimately totaled $49.5 billion.

While Akerson last week said the government had ?stayed out? of GM?s day-to-day management, contrary to some early concerns, he nonetheless chafed over limits the White House had placed on senior management salaries.? It also barred GM ? and Chrysler, which also received a 2009 bailout ? from owning corporate aircraft.

Salaries and bonuses will almost certainly rise to match those at competing makers, such as Ford, industry observers anticipate.? And GM could announce plans to acquire new jets within a matter of weeks.

The automotive bailout proved extremely controversial, far more than the much larger rescue of U.S. banks. GM officials have acknowledged that their research shows some potential buyers won?t purchase products from what has been derisively called ?Government Motors.?? It?s unclear if the planned sell-off of stock will overcome that aversion.

But the likely loss of billions of dollars by the time all government stock is sold off ? at the $27.50 share price, the ultimate loss would amount to around $12.75 billion ? will continue to fuel debate.

For their part, White House officials defended the bailout and the newly announced stock repurchase by pointing out the long-term benefits to the country.

"The auto industry rescue helped save more than a million jobs during a severe economic crisis," U.S. Treasury Assistant Secretary for Financial Stability Timothy Massad said. ?But (the rescue plan) was always meant to be a temporary, emergency program. The government should not be in the business of owning stakes in private companies for an indefinite period of time.?

Benghazi report: 'Systemic failures' within State Dept.

The independent report commissioned by Secretary of State Hillary Clinton investigating the attack on the U.S. Embassy in Benghazi faulted the State Department for "systematic failures" and "grossly inadequate" security to deal with the attack. NBC's Andrea Mitchell reports.

Updated at 10 p.m. ET: An independent panel's sharply critical report on the Sept. 11 attacks on the Benghazi consulate blames?"systemic?failures and leadership and management deficiencies within two bureaus of the State Department" for the post's inability to defend itself.?

The report details the events that unfolded on Sept. 11 in Benghazi, Libya, when the U.S. Consulate was attacked and four Americans, including Ambassador Chris Stevens, were killed. ?

U.S. Secretary of State Hillary Clinton has accepted the report's recommendations.?

The independent review board that produced the report was chaired by former Joint Chiefs Chairman Mike Mullen and former Ambassador Tom Pickering.?Mullen and Pickering are slated to brief congressional committees on the classified version of the report on Wednesday.?

Hearings on the report are scheduled in the Senate and the House on Thursday.?


Clinton?was supposed to testify to the panel on Thursday but remains at home recovering from a bout with the flu that resulted in her fainting and suffering a concussion.?

Her two deputies, William Burns and Thomas Nides, will testify in her place.?

Late in the evening of Sept. 11, militants overran the consulate, which was lightly defended, set fire to it. Ambassador Stevens and information specialist Sean Smith were killed.?Mortars fired at the CIA safe house where others had huddled killed two other Americans ? Glen Doherty and Tyrone Woods, both former Navy SEALs working for the CIA.?

Following the attacks, Republicans questioned whether the consulate had adequate security and whether the State Department had responded to requests for more protection.?

At the same time, U.S. spy agencies produced conflicting reports on who was behind them, U.S. officials have said. Most said extremists with possible al-Qaida ties were involved. But a few reports, which the Obama administration emphasized in early public statements, said the attacks could have been spontaneous protests against an anti-Muslim video made in the U.S.

United Nations Ambassador Susan Rice faced intense criticism from Republican lawmakers when she made comments indicating that the attacks were a spontaneous response to a low-budget movie made in the U.S. that maligned the Islamic Prophet Mohammed. She later said she had not meant to be misleading but was relaying intelligence that she had been provided.?

Rice dropped out of the running for secretary of state, citing the "very politicized confirmation process."

$4 Million Granted to Organizations in Mass to Assist Foreclosed ...

$4 million in HomeCorps grants in total have been awarded to 18 organizations in Massachusetts to work towards addressing the foreclosure crisis. These funds are meant to assist Boston real estate and Massachusetts real estate owners and renters that have been impacted by the foreclosure crisis. It is also meant to revitalize distressed and heavily impacted neighborhoods as well as guard those affected by foreclosures from future financial distress. The funding is the result of the settlement involving 5 of the US?s largest mortgage services and their involvement with foreclosures and loan services considered unlawful.

A component of the Attorney General?s HomeCorps program, referred to as the Crisis Response Innovation Grants, support a number of foreclosure prevention and relief services in Massachusetts. These are the most recent of the HomeCorps partnership grants, used to fund efforts such as loan modification assistance, post-foreclosure stabilization assistance, and free legal representation for distressed borrowers. These funds are also meant to help support communities in their efforts to recover by dealing directly with abandoned housing while also providing relief to neighborhoods that have been hit hard by the foreclosure crisis.

Attorney General March Coakley said,??Our economy will never fully recover until we address the impact of the foreclosure crisis. These grants are designed to help strengthen struggling communities, provide direct assistance to distressed borrowers, and avoid unnecessary foreclosures. The organizations receiving these funds are doing work that is a critical part of those efforts.?

Hoboken, N.J.December, 13, 2012John Wiley & Sons, Inc., The Physiological Society (TPS), and The American Physiological Society (APS) announced today their partnership to publish the new open access peer-reviewed journal, Physiological Reports, which will launch early next year.

Physiological Reports will offer peer-reviewed research across all areas of basic, translational and clinical physiology and allied disciplines for physiologists, neuroscientists, biophysicists and clinicians. The journal will serve as the first fully open access online-only journal for The American Physiological Society and The Physiological Society, and joins their combined prestigious portfolio of peer-reviewed print and online subscription-based scientific journals, such as the American Journal of Physiology, The Journal of Physiology, and Experimental Physiology.

Susan Wray, Ph.D., University of Liverpool, UK, is a Professor and former Head of the Department of Physiology at the University of Liverpool, and is a Fellow of the Academy of Medical Sciences. Her research focuses on the physiology of smooth muscle and how it contracts. She has served in various roles on the Editorial Boards of The Journal of Physiology and Experimental Physiology. Thomas Kleyman, M.D., University of Pittsburgh, USA, is Professor and Chief, Renal-Electrolyte Division at the University of Pittsburgh. His research has been devoted to renal physiology. Dr. Kleyman has served as Editor-in-Chief of the American Journal of Physiology - Renal Physiology for the last five years.

Philip Wright, Chief Executive of The Physiological Society said, "This represents a landmark for The Physiological Society launching its first new journal in over 100 years and we are delighted to be doing this in partnership with The American Physiological Society. Hoboken, N.J.December, 13, 2012John Wiley & Sons, Inc., The Physiological Society (TPS), and The American Physiological Society (APS) announced today their partnership to publish the new open access peer-reviewed journal, Physiological Reports, which will launch early next year.

Physiological Reports will offer peer-reviewed research across all areas of basic, translational and clinical physiology and allied disciplines for physiologists, neuroscientists, biophysicists and clinicians. The journal will serve as the first fully open access online-only journal for The American Physiological Society and The Physiological Society, and joins their combined prestigious portfolio of peer-reviewed print and online subscription-based scientific journals, such as the American Journal of Physiology, The Journal of Physiology, and Experimental Physiology.

Susan Wray, Ph.D., University of Liverpool, UK, is a Professor and former Head of the Department of Physiology at the University of Liverpool, and is a Fellow of the Academy of Medical Sciences. Her research focuses on the physiology of smooth muscle and how it contracts. She has served in various roles on the Editorial Boards of The Journal of Physiology and Experimental Physiology. Thomas Kleyman, M.D., University of Pittsburgh, USA, is Professor and Chief, Renal-Electrolyte Division at the University of Pittsburgh. His research has been devoted to renal physiology. Dr. Kleyman has served as Editor-in-Chief of the American Journal of Physiology - Renal Physiology for the last five years.

Philip Wright, Chief Executive of The Physiological Society said, "This represents a landmark for The Physiological Society launching its first new journal in over 100 years and we are delighted to be doing this in partnership with The American Physiological Society. Most importantly this is an OA journal that will be run by two of the world's leading physiological societies for its members and for physiologists around the world."

The journal will publish articles under the Creative Commons Attribution (CC-BY) License enabling authors to be fully compliant with open access requirements of funding organizations. All articles will be published as fully open access on Wiley Online Library and deposited in PubMed Central immediately upon publication.

A publication fee will be payable by authors on acceptance of their articles. The first 100 papers accepted for publication will be published free of charge. Authors affiliated with, or funded by, an organization that has a Wiley Open Access Account can publish without directly paying any publication charges.

Michigan's right-to-work will ripple across the US

The right-to-work legislation signed by?Michigan Gov. Rick Synder?on Tuesday?marks a victory for Republican lawmakers and others who believe that unions hurt the U.S. economy.?The pair of?new laws,?which make?Michigan the 24th right-to-work state, make it harder for its?workers to organize and to maintain power because workers covered by union contracts will no longer be required to pay dues.

The impact of Michigan?s decision will be felt far beyond the borders of the once-staunchly pro-union state. Even though the ranks of union workers have been dwindling across the nation, the influence of big unions is still felt from the halls of government to corporate board rooms, and their clout affects everything from the economy to the political field. But the rising number of right-to-work states could further drain that influence.

"It?s a union story today, and a much broader economic story tomorrow,? said Harley Shaiken, a professor at UC Berkeley and an expert on union issues.?

That's partly because there are so few union members left for such legislation to directly impact.?Only 11.8 percent of American workers, or nearly 14.8 million people, were union members in 2011, according to the Bureau of Labor Statistics. That?s down substantially from just a decade earlier, when 13.3 percent of workers, or 16.3 million people, were union members.

Even in Michigan ? long considered the stronghold of unionized workers in America ? just 17.5 percent of workers, or 671,000 people, are union members.

That?s marks a very steep drop from the early 1970s, when about 40 percent of workers in the state were unionized, said Henry Farber, an economics professor at Princeton University and an expert on labor unions.

That figure has fallen steadily in the decades since, as heavily unionized automakers shed U.S. jobs because the auto industry became increasingly globalized.

Despite the gradual erosion of union representation?in Michigan, Farber said it?s still a stunning change to see such a highly industrialized state adopt right-to-work legislation that severely limits labor?s power.?

He expects Michigan's legislation to have a major ripple effect on other historically labor-friendly states like New York and New Jersey.

?The symbolism is mainly that it will embolden opponents in other states to try to do similar things,? he said.

That, in turn, could deal another blow to already weakened unions.

Those who oppose unions say that?s a victory for businesses who want more flexibility in how they manage their work?forces, and for workers who don?t want to be constrained by union rules or collective bargaining agreements. That, they say, will ultimately create more jobs and help the state?s economy.

?The right to work law will provide significant economic benefits for the state?s workers and small businesses,? Mark Mix, president of the National Right to Work Committee, said in a video posted on the organization?s website following the move in Michigan.?

But union proponents say such ripple effects could extend beyond just the minority of Americans who are directly covered by union contracts. They say that without unions, workers are at risk for lower wages and less job security.

Shaiken, the Berkeley professor, argues that unions are often key advocates, on both a state and national level, on issues that affect workers more generally. Those include affordable health care, unemployment insurance, Social Security and the minimum wage.

Michigan's new law also?could have political implications for Democrats who have relied on unionized labor's political and financial support,?Shaiken said.

Major unions such as the AFL-CIO and the UAW were staunch supporters of President Barack?Obama?s successful re-election bid. Any moves that hurt their membership numbers, or ability to collect dues, also could impact their ability to support Democrats in future elections.

There also could be a ripple effect on some unions' ability to financially support political moves that would help preserve their own livelihood, said Michael Hicks, director of the Center for Business and Economic Research at Ball State University.

His research has shown that it's quite difficult to judge the impact of right-to-work legislation on things like wages. But he said such laws can reduce the amount of money unions collect because workers are no longer required to pay dues, and many people opt to pocket that money instead.

He thinks that could affect how much clout?public sector unions, such as teachers, have to help support political efforts for things like maintaining pension benefits. Those are the type of hot-button issues state and local governments are sure to take up as they work to deal with severe budget shortfalls in the coming years.

"I do really believe that the biggest argument, the biggest push, for this (right-to-work legislation) was designed to weaken unions in their negotiations?with state governments," Hicks?said.

Farber, the Princeton professor, expects that there will be a modest drop in the number of workers who are unionized in Michigan once the legislation goes into effect. Also, because workers could choose to not pay dues and still be represented, unions could see less money coming in.

In addition, he said, new businesses or plants may be less likely to unionize because of the weakened union power.

Farber?s research also has shown that strongly unionized work?forces sometimes create a ?threat effect? where other workplaces offer higher wages and better benefits because they worry that if the workers aren?t treated as well they will unionize. He said that threat is lessened in right-to-work states.

?To see Michigan go this way ? it?s quite remarkable, really,? he said.
